How to send comments. Contact the Regulatory Branch, U.S. Army Corps of Engineers,New Orleans District, 7400 Leake Avenue, New Orleans, LA 70118.  Comments to the Department of Environmental Quality (DEQ) must be in writing and mailed to the address appearing in the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number.

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Section Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: There are five segments of work under this permit:  LA-58B, POB 30.3955, -91.2068, POE 30.1730, -90.7887, East Baton Rouge and Ascension Parish; LA-58C, POB 30.2387, -91.0116, POE 30.2119, -91.0353, Ascension Parish; LA-92B, POB 30.3667,      - 91.1560, POE 30.2235, -91.0582, East Baton Rouge and Ascension Parish; LA-93B, POB 30.3667, -91.1560, POE 30.2235, -91.0582, East Baton Rouge and Ascension Parish; LA-114, POB 30.1726, -90.7889, POE -91.2032, Ascension and West Baton Rouge Parish, near Baton Rouge, Louisiana, as shown on the attached vicinity map. 

CHARACTER OF WORK:  Clear rights-of-ways, grade, conduct trenching operations, perform horizontal directional drills, temporarily stockpile and backfill with approximately 1,048,941 cubic yards of native earthen material, approximately 1,260 cubic yards of hauled in clean native material, approximately 578 cubic yards of gravel, and approximately 125 cubic yards of concrete; all as necessary to install, operate and maintain 32.6 miles of 8-inch propane pipeline, 2.8 miles of 8-inch propane pipeline, 44.5 miles of 8-inch polymer grade propylene pipeline, 14.0 miles of 4-inch butylene pipeline and 14.0 miles of 4-inch iso-butane pipeline as shown on the attached drawings.  Project implementation would impact approximately 72.73 acres of jurisdictional wetlands through conversion to herbaceous wetlands, 171.66 acres through temporary construction activities, and 0.63 acres through permanent fill activities.   The applicant proposes to purchase compensatory mitigation acres at CEMVN approved mitigation banks in the area.
