The Army Corps of Engineers fully recognizes the value of using dredged material for beneficial projects such as marsh creation. Given that many areas of Louisiana are sediment deprived, the New Orleans District and the Coastal Protection and Restoration Authority should take advantage of every opportunity to use dredged material from navigation projects to help bring new sediments into the coastal environment in the form of created marsh and other environmental features. Title VII of the Water Resources Development Act of 2007 authorized five near term elements of the Louisiana Coastal Authority Plan, including the BUDMAT Program.
