Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 16-671; Valero Refining Meraux, LLC, Pipe Bridge Levee Crossing near Levee Station 262+60, on the left descending bank of the Mississippi River in St. Bernard Parish, Meraux, Louisiana.

Valero Refining Meraux, LLC proposes to install a pipe bridge near Mississippi River Levee Station 262+60 to replace an existing grade level crossing for multiple pipelines at the same location.  The installation would include concrete footing foundations on both sides of the levee, steel structural columns and a bridge supported by the foundations.  The proposed action would involve excavation and removal of 16 pipelines and one electrical duct bank from the levee section to be relocated to the overhead pipe bridge structure.  That would allow the pipes to cross the levee outside of the levee design profile while maintaining vehicular access with a 22.7-foot vertical clearance above the levee crown.  Existing pipelines on the river side and protected side of the levee would not be altered and would remain on existing supports.
