Update on emergency permit requests for the Deepwater Horizon incident

NEW ORLEANS – In response to the Deepwater Horizon incident, the U.S. Army Corps of Engineers New Orleans District has received 40 emergency permit requests to date.

The Corps has issued 33 permits and denied two, while five were withdrawn by the applicants.

Under standard Department of the Army permitting procedures, the permit process generally takes between 90 to 120 days to reach a decision. Since receiving the first permit request on May 5, 2010, 15 permits were issued the same day, ten were issued the following day, four in two days, one in three days, one in four days, one in five days, and one in 15 days.

Below is a list of Deepwater Horizon emergency permit requests in the order by which they were received:

· 5-May: Pier on MRGO to unload oil spill booms, requested by St. Bernard Parish; issued 6-May

· 6-May: Install concrete fill to close gaps on Elmers Island, requested by Louisiana Department of Wildlife & Fisheries; issued 7-May

· 10-May: Sand bags along Fourchon Beach between Parish Line and LA Hwy 3090, requested by Lafourche Parish; issued 11-May

· 12-May: Barrier Island protection project for Jefferson, Plaquemines, and St. Bernard Parishes, requested by the Louisiana Office of Coastal Protection & Restoration; issued 27-May

· 14-May: Sandbag operation at Pelican and Scofield Islands, requested by the Louisiana Department of Natural Resources; issued 14-May

· 17-May: Riprap and bulkhead along Fourchon Beach between Parish Line & LA Hwy 3090 requested by Lafourche Parish; issued on 17-May

To obtain an NOD-20 emergency work permit, applicants must provide the following information by telephone, e-mail, or fax:

1. Description of the proposed work and brief statement of the emergency situation

2. Location of the proposed work (a map or latitude and longitude)

3. Name, address, telephone, and e-mail contact information for the applicant

Within 30 days of approval, the permittee must provide a restoration plan to restore the impacted site. Should it be in public interest to maintain the authorized work, the permittee must also apply for a Department of the Army permit within 30 days of approval.
