Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 408 Public Notices

16-398, Enterprise Products proposes to construct a 10-inch pipeline to cross the Mississippi River and associated Mainline Levees, Gulf Intracoastal Waterway Alternate Route, East and West Atchafalaya Basin Protection Levees, and the Atchafalaya River.

Enterprise Products Operating LLC (Enterprise) proposes to construct and operate the 65-Mile Enterprise Products 10-inch refinery-grade propylene (RGP) pipeline.  The proposed project consists of approximately 65 miles of new 10-inch diameter RGP pipeline in Ascension, Iberville, and St. Martin Parishes, Louisiana.  The new pipeline crosses beneath the Mississippi River and Mainline Levees, the Gulf Intracoastal Waterway Alternate Route, East and West Atchafalaya Basin Protection Levees, and the Atchafalaya River via five horizontal directional drills (HDD).  The Mississippi River and Mainline Levees HDD will be 5,656 feet in length.  The pipe under the Mississippi River would be a minimum of 102 feet below the deepest part of the river.  The pipe under the Mississippi River Mainline Levees would be 155 to 172 feet below the levees. The Gulf Intracoastal Waterway Alternate Route HDD will be 1,144 feet in length and will cross beneath the waterway at a depth of 43 feet below its deepest portion. The East Atchafalaya Basin Protection Levee HDD will be 2,935 feet in length and will cross beneath the levee at a depth of 173 feet.  The Atchafalaya River HDD will be 5,411 feet in length at a depth of 57 feet below the deepest part of the river.  The West Atchafalaya Basin Protection Levee HDD will be 2,890 feet in length and will cross beneath the levee at a depth of 165 feet.  All proposed crossings of federal projects will be subsurface as identified in the attached project drawings.
