Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 15-685, John W Stone Oil Distributor proposes to construct a new dock facility consisting of a barge dock, elevated road, mooring and breasting dolphins, revetment repair and pipe racks along the flood side of the right descending Mississippi River levee, near station number 973+00 at Gretna in Jeff

John W. Stone Oil Distributor proposes to replace and upgrade an existing loading and unloading facility at the location specified below.  To facilitate the construction of the new dock, the existing, unserviceable timber dock and associated mooring piles would be removed.  The proposed ship dock would be 50 feet by 80 feet, with four 72-inch monopile breasting dolphins and four 60-inch mooring dolphins, spaced to a length of about 820 feet to accommodate vessels up to 850 feet in length.  The proposed mooring and breasting monopiles would be interconnected by steel walkways.  At the terminal end of the dock, two sets of three 30-inch steel piles would be driven 24 feet apart to support the terminal platform.  Approximately 8 feet past the docking platform, 10 pile-founded fenders would be constructed using 48-inch steel monopiles.  A 12-foot wide by 900-foot long construction road would be built between the levee crown and the existing tree line of the batture to access the construction site on the floodside of the Mississippi River Levee.  In order to construct and maintain the new docking facility, a 1.4 acre strip of vegetation, 114-foot wide would be cleared from the treeline near the levee to the existing revetment at the water’s edge of the river.  This area would be filled with approximately 1,500 cubic yards of gravel over geotextile fabric.  Within this area a 350-foot by 24-foot elevated pile supported roadway and pipe rack would be constructed.  The proposed roadway and pipe rack would tie in to the existing, adjacent Dock Number 5 and utilize the existing levee crossing for Dock Number. 5.  All pile penetrations through any existing revetment would be repaired by placement of rip-rap as required.
