Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 408 Public Notices

15-883, Air Liquide Large Industries proposes to directionally drill to place two 12-inch pipelines across the Mississippi River Levees and the Mississippi River Channel in St. James Parish, Louisiana.

 Air Liquide proposes to place two 12-inch pipelines transporting oxygen and nitrogen from an existing facility east of the Mississippi River to a proposed methanol facility west of the Mississippi River.  They will utilize a horizontal directional drill (HDD) to avoid direct impacts to the Mississippi River.  Once the pipelines are installed below the Mississippi River, they will be laid at grade over-the-top of the existing levees and covered with clay fill.  Approximately three feet of clay fill will cover the pipelines to meet the requirements for constructed slopes and grades.  After crossing the levees, the pipelines will utilize slick bore construction methods to cross Louisiana Highway 18 and Louisiana Highway 44.  The slick bores will be approximately 10 feet below the existing roadways.  Upon completion of the slick bores, the tie-in excavations will be backfilled.  This project will require temporary construction areas and roadways within the batture, which is the area between the levee and the top-of-bank.
