Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 15-393, Shell Pipeline Company LP proposes to replace sections of a 22-inch petroleum pipeline near Morgan City, Louisiana.

Shell Pipeline Company LP operates a 22-inch pipeline that transfers oil from Houston Texas to Houma Louisiana. The pipeline is currently exposed along the bottom of the Atchafalaya River and has insufficient cover along the bottom of Bayou Shaffer.  Note that the GIWW is collocated with the Atchafalaya River where the pipeline crosses the waterway.  Shell proposes to install new sections of pipeline deep enough to alleviate safety concerns and abandon the new pipeline in place.  Shell is proposing to abandon sections of the existing pipeline in place.  The new pipeline segments will be installed via two Hydraulic Directional Drill (HDD) events.  The GIWW HDD is approximately 4,860 feet long and will cross two USACE projects.  Specifically, 104 feet of pipeline will cross beneath the Berwick Floodwall near Levee Station 6670+00 and 1,377 feet of pipeline will cross beneath the GIWW about 1 mile south of Morgan City.  The pipeline will be installed 170 feet beneath the Berwick Floodwall and 111 feet beneath the deepest part of the Atchafalaya River.  The Bayou Shaffer HDD is 4,255 feet long and includes 139 feet of pipeline beneath the Avoca Island Levee right of way.  The pipeline would cross more than 172 feet beneath the levee near Levee Station 5059+00.  Bayou Shaffer itself is not a federal project and will not be considered in this review.  Shell is proposing to abandon in place the existing pipeline located in the floodwall and beneath the GIWW.  The USACE may request they remove the pipeline at a later date.  Shell would also install 365 cubic yards of rip rap over 0.21 acres to cover the exposed sections of the existing pipeline segments in the GIWW.  The proposed rip rap would be placed in non-vegetated water bottoms in depths ranging from 15 to 60 feet.
