Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 22-0014, Bucktown Marsh Restoration and Living Shoreline

The Jefferson Parish Department of Ecosystem and Coastal Management proposes to construct the Bucktown Marsh Restoration and Living Shoreline Project along the Lake Pontchartrain shoreline bordering the Bucktown neighborhood of Metairie, Louisiana. The project is located immediately adjacent to the west of the Bucktown Harbor Marsh Mitigation Project and extends west to the Bonnabel Boat Launch and Marina for approximately 0.8 miles. The purpose of the project is to re-establish the marsh edge and intertidal shoreline to reduce the potential for future erosion. The project consists of installing approximately 4,800 linear feet of offshore breakwaters and constructing 25 acres of marsh edge and intertidal shoreline. The marsh edge and shoreline acreages are composed of 16 acres of intertidal marsh and 9 acres of scrub-shrub habitat. The project will place nine (9) segmented, concrete-bundled breakwaters (each measuring approximately 500 ft long) 125 to 350 ft offshore. The project will create intertidal marsh from hydraulically dredged material piped from a 100-acre borrow site located in Lake Pontchartrain. Finally, the scrub-shrub habitat will be constructed by planting vegetation between two mechanically excavated dikes along the shoreline. However, only the portion of the fill material being placed onto the federal project (levee) above ordinary high tide is being reviewed in this Section 408 evaluation.   The remainder of the proposed action will be evaluated by Regulatory Division as part of their Section 10/404 permit process.
