Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 16-620, St. John the Baptist Parish, St. John Eastbank Mississippi River Multi-Use Trail, Phase 4 which is a 10-foot-wide asphalt bicycle and pedestrian path along the Mississippi River levee starting at West 10th Street and ending at the St. John the Baptist/St. James Parish Line

The proposed St. John Eastbank Mississippi River Multi-Use Trail Phase 4 includes construction of approximately 36,000 linear feet of 10-foot wide asphalt bicycle and pedestrian path along the Mississippi River levee starting at West 10th Street (LA Highway 637) and ending at the St. John the Baptist/St. James Parish line.  The majority of the path would be located on the crown of the levee.  Two access ramps would also be constructed on the levee.  The first ramp and pedestrian crossing would be constructed at the intersection of Historic Main Street and LA Highway 44 in Garyville, Louisiana.  The second ramp and pedestrian crossing would be constructed near West 10th Street in Reserve, Louisiana.  The path on the crown of the levee would be 4 inches of asphalt over the existing base (path).  The path along the side of the levee and ramps would consist of 4 inches of asphalt on 8-inch of stone base.  Minor drainage features and signage would be installed as required.
