Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 15-461, Cox Communications proposes to install a fiber optic cable under the Mississippi River Levee using a horizontal boring method in Baton Rouge, East Baton Rouge Parish, Louisiana.

Cox Communications proposes to horizontally bore a fiber optic cable encased in a 2-inch conduit on the protected side of the left descending Mississippi River levee in Baton Rouge, East Baton Rouge Parish, Louisiana.  The bore will begin approximately 80 feet north of Lake Beau Pre Boulevard on the east side of River Road.  The bore will be at a depth of 3 to 6 feet below ground surface.  The bore will travel southward for 875 feet on the east side of River Road.  The bore will then turn west and travel 120 feet crossing River Road and ending approximately 154 feet from the levee crown.  The bore will travel along existing driveway up the levee following an existing AT&T line and water line.  The bore will cross the levee crown in the same location as the AT&T line and water line.  After crossing the levee crown, the conduit will remain on the surface while travelling to the Cox Communications facility at 6012 River Road.
