How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Ascension Parish Government, c/o Natural Resource Professionals, LLC, 7478 Highland Road, Baton Rouge, Louisiana 70808

LOCATION OF WORK:  Within the Lake Pontchartrain Basin, in the Lake Maurepas hydrologic unit (HUC 08070204),  beginning at St. Landry Ave. approximately 1.2 miles south of its intersection with LA Highway 30, and ending at Edenborne Traditional Neighborhood Development, which is located at the southwest quadrant of the intersection of Interstate 10 and Louisiana Highway 44, as shown on the enclosed drawings.

 CHARACTER OF WORK:  The applicant proposes clear, grade, and deposit fill to install a 5,200-foot roadway and associated utilities to improve access to the Lamar Dixon Expo Center and River Parish Community College, in addition to providing a second ingress/egress point for the Edenborne Traditional Neighborhood Development. The proposed road will consist of 5 lanes and will be installed within160-foot permanent right of way.    The road will drain via subsurface drainage as well as 2,780 linear feet of roadside ditches installed north of the proposed road and 4,400 linear feet of roadside ditches installed south of the proposed road.  To facilitate hydrology beneath the road, two 48-inch culverts and four 36-inch culverts will be installed.  Approximately 5.7 acres of forested wetlands and  0.7 acre of jurisdictional waters will be impacted by the proposed activity.  As compensation for unavoidable wetland impacts the applicant proposes to purchase wetland credits from a Corps approved mitigation bank located in the watershed.
