How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Wageuspack Rental Inc., c/o Walker Consultants DBA Benchmark Environmental Consultants Inc., Attn: Mason Moreland, 5307 E. Mockingbird Lane, Suite 650, Dallas, Texas  75206. 

LOCATION OF WORK:  Near Bayou Baton Rouge, Section 44, T5S-R1W, approximately 2.9 miles west of the Mississippi River, adjacent to Scenic Hwy, in Baton Rouge, Louisiana, in East Baton Rouge Parish, within the Bayou Sara-Thompson Basin, in hydrologic unit (HUC 08070201), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and deposit fill for the construction of a Type III land fill with a research and recycling center.  Approximately 55,000 cubic yards of material will be excavated and re-deposited on site for the construction of the containment levee and an additional 169,000 cubic yards of material will be excavated on an as needed basis over the next 15 years. The proposed project is situated on an approximately 105-acre tract that has been determined to include jurisdictional forested wetlands, “other waters of the US”, and Bayou Baton Rouge.  Of this, approximately 20 acres would be used in construction of the facility.  The remainder of the property will be left in its natural state. 

A Preliminary analysis has determined that the proposed project would directly impact 1.6 acres of jurisdictional forested wetlands and 0.14 acres of jurisdictional “other waters of the US”. 

The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property and, therefore function deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
