How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Valero St. Charles Refinery, c/o ENVIRON International Corp., Attention: Adam Goodine, 1055 St. Charles Avenue, Ste. 501, New Orleans, Louisiana 70130.

 LOCATION OF WORK:  The project site is adjacent to the existing Valero St. Charles Refinery (VSCR) and abuts the south side of Highway 627 located within Section 07, Township 12 South, Range 08 East, in Norco, St. Charles Parish, Louisiana.

FILE HISTORY:  The project is currently in progress. The original CEMVN permit (# MVN-2008-00030-ETT) was issued on July 11, 2008, authorizing direct impacts to +67.59 acres of wetlands. An additional + 0.43 acre of impacts located within a mowed and maintained easement were authorized via a subsequent permit modification. Compensatory mitigation has been provided for direct wetland impacts by the purchase of 218.5 wetland credits from the Sawgrass Bayou Mitigation Bank, a CEMVN approved mitigation bank. To date the project has impacted +50.39 acres of the +68.02 acres authorized by the existing permit.

 CHARACTER OF WORK: Revised project plans include reduction in size of aromatics recovery unit (ARU) designed to convert refinery and third party processing stream (by products) into marketable products. The modification will also result in the elimination of the proposed continuous catalytic reformer (CCR).  A Hydrogen Plant would be constructed instead of the CCR to provide additional hydrogen to the refineries hydrocraking unit (HCU). The HCU converts gas oils to useable fuels. All other required revisions and structural changes to the project such as construction of an Entergy (electric) substation, realignment of storage tanks, pipe racks, roads and parking areas will occur within the authorized footprint as well. The applicant contends that the proposed modifications will allow the VSCR to adapt to and increase its economic viability in the current refined fossil fuel products market. The proposed revisions would take place within the authorized project footprint with no additional wetland impacts; therefore, no additional mitigation is proposed.
