MVN-2013-1106-EQ

Published June 10, 2013
Expiration date: 6/30/2013

NAME OF APPLICANT: St Charles Parish Department of Public Works, C/o: Danny Hebert, P.E., LLC, Post Office Box 1528, Luling, Louisiana 70070.

LOCATION OF WORK:  Near Paradis, St Charles Parish, Louisiana as shown on the enclosed drawings.

EXISTING SITE CONDITIONS: The site consists of two existing drainage canals known as the Eighty Arpent canal and the Paradis canal. Both canals contain vegetative debris that is hindering drainage. Permits issued in the past for cleaning of these canals have expired.

CHARACTER OF WORK:  The applicant is requesting to clean/rake the Eighty Arpent/Paradis canals in an effort to manage and maintain proper surface water flow to the south which is gravity fed. Currently the ditches are impeded with vegetative debris and downed trees from various storms. Vegetative debris is proposed to be placed on the existing 15 foot servitude on both sides of the canals alternating every 500 feet. All trash will be removed and placed in a landfill. Approximately  78,614 cubic yards of vegetative debris is proposed to be removed from 69.6 acres and placed within 6.4 acres of servitude alongside the canals. The majority of the servitude

consists of wetlands. The vegetative debris is expected to decompose quickly and not to negatively impact the wetlands. Compensatory mitigation is not proposed. No dredging, excavating or widening of the canal is proposed. No bird rookeries were observed during the site visit.
