Public Notices Overview

ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Sterling Sugars, L.L.C., c/o: GIS Engineering, L.L.C., 450 Laurel Street, Suite 1500, Baton Rouge, Louisiana 70801.

LOCATION OF WORK: Located in St. Mary Parish, off Irish Bend Road, in the community of Franklin, Louisiana, (Latitude North: 29.802111°N, Longitude West:-91.492222°W), as shown within the enclosed drawings. (Hydrologic Unit Code 08080102, Vermilion-Teche Basin).

CHARACTER OF WORK: Work consists of dredging approximately 18,380 cubic yards of fill material in Bayou Teche, installing 1,100 feet of bulkhead and twenty-five mooring bollards, and placing approximately 2,400 cubic yards of crushed stone and 6,400 cubic yards of sand behind the bulkhead, all to expand the existing facility’s loading area. Approximately 1.55 acres of non-wetland waters would be temporarily impacted via dredging operations and 0.67 of an acre of non-wetland waters would be permanently impacted via filling operations. The dredged fill material would be hauled off to a non-wetland location. It is anticipated that no wetlands would be impacted at the project site.
