How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Sumner Investments, c/o Hydrik, Attn: Mike Henry, 2323 Hwy 190, Ste 2, Hammond, Louisiana 70401.

 LOCATION OF WORK:  Approximately 0.5 mile north of Cane Market Road on Walker North Road in Walker, Louisiana, in Livingston Parish, within the Lake Pontchartrain Basin in hydrologic unit (HUC 08070202), as shown on the attached drawings. 

 CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and place fill for the construction of a residential subdivision (Spring Lake 8) to include 5 detention ponds, green space, two recreational areas, infrastructure and appurtenances, and ingress/egress.  Approximately 173,000 cubic yards of native material will be excavated and re-deposited to complete the project.  The proposed project is situated on an approximately 57-acre tract that has been determined contain approximately 10.42 acres of forested wetlands and 0.31 acre of other waters of the U.S.  All 10.42 acres of wetlands and 0.31 acre of other waters of the U.S. would be used in construction of the subdivision.  It is anticipated that the proposed action would have no impact on adjacent wetlands.

        A Preliminary analysis has determined that the proposed project would directly impact approximately 10.42 acres of forested wetlands and 0.31 acre of other waters of the U.S.

      The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
