To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  St. James Parish Government, c/o T. Baker Smith, LLC, Attn: Kodi Babin, P.O. Box 2266, Houma, Louisiana 70361. 

 LOCATION OF WORK:  Beginning at LA Hwy 70 and Bayou Napoleon extending southward along Bayou Napoleon and Bayou Verret to Burton Road, Sections 34, 35, 37, 41, 4, 2, 46, 47, 52, 60, T12S-R15E, near Donaldsonville, Louisiana, in St James and Assumption Parishes, within the Barataria Basin in hydrologic unit (HUC 08090301), as shown on the attached drawings. 

 CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to use existing roads and spoil banks to access Bayou Napoleon and Bayou Verret for maintenance dredging with placement of the material on the existing spoil banks to increase drainage capacity.  Approximately 97,070 cubic yards of native material will dredged and deposited on the existing adjacent spoil banks.  Approximately 25.9 acres of jurisdictional “ other waters of the U.S.” will be permanently impacted and approximately 2.52 acres of jurisdictional forested wetlands will be permanently impacted. 

 The applicant stated that they have designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property and, therefore deem the project impracticable.   As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
