Corps of Engineers Seeks Public Comment on Proposed Levee Modifications in Upper Barataria Basin, Louisiana Project

The U.S. Army Corps of Engineers, New Orleans District, is seeking public input on proposed modifications to the Reach G East levee project within the Upper Barataria Basin, Louisiana flood risk reduction project.

A Supplemental Environmental Assessment (SEA) and Section 404(b)(1) evaluation have been prepared to assess the potential environmental effects of these modifications, which build upon the previously assessed 2021 Initial Feasibility Report/Environmental Impact Statement (IFR/EIS).

Key changes to the Reach G East levee design include an increased toe-to-toe width of approximately 258 feet (300 feet including maintenance berms), compared to the previously planned 170 feet. The 8,500-linear-foot levee will maintain its existing alignment and feature 1:4 horizontal to vertical side slopes.

To address challenging soil conditions, the project will now be constructed in a staged approach. Recent soil borings revealed the presence of very soft peat and organic deposits, requiring a phased building process to allow for soil stabilization. The levee will initially be constructed to 11 feet in elevation, followed by lifts to 13 feet after a two-year wait period, 16 feet around year 15, and ongoing maintenance lifts up to 16 feet. Stability berms and a high-tensile strength geotextile will also be incorporated to reinforce the levee section.

Public Review & Comment Period:

The draft SEA and Finding of No Significant Impact (FONSI) are available for a 30-day public review and comment period, beginning today and ending on Nov. 30. The SEA and supporting documents can be viewed online at: http://www.mvn.usace.army.mil/Environmental/NEPA/
