Section 214 of the Water Resources Development of 2000, as enacted in Public Law No. 106-541, as amended (codified in 33 U.S.C. Section 2201), provides that the Secretary of the Army, after public notice, may accept and expend funds contributed by non-Federal public entities to expedite the evaluation of permit applications under the jurisdiction of the Department of the Army and, that in carrying out this section, the Secretary shall ensure that the use of funds accepted will not impact impartial decision-making on any permit applications, either substantively or procedurally.
