How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Louisiana Coastal Protection and Restoration Authority, Attn: Mr. Sydney Dobson, Post Office Box 44027, Baton Rouge, Louisiana 70804

LOCATION OF WORK:  Located along Bayou Chevreuil, in Sections 22, 23, 25-27 & 34-36, Township 13 South, Range 17 East, within the East Central Louisiana Coastal hydrologic unit (HUC 08090301), located along the northern banks of Bayou Chevreuil in the Des Allemands Swamp, near Vacherie, Louisiana, in SAINT JAMES Parish, as shown on the enclosed drawings (Latitude 29.90279 N Longitude -90.70918 W). 

CHARACTER OF WORK:  The applicant is requesting a Department of the Army authorization to clear, grade, excavate, and place fill material to implement the Hydrologic Restoration and Vegetative Planting in the Des Allemands Swamp Project (CWPPRA Project BA-34-2) along Bayou Chevreuil.  The project involves the proposed excavation (gapping) of a spoil bank at six proposed sites and two alternate sites to restore hydrology to the Des Allemands swamp along the norther bankline of Bayou Chevreuil.   The gapping entails the excavation of approximate 50-foot wide gaps extending into the swamp.  The excavated material is to be placed within the swamp adjacent to the spoil bank gaps for varying lengths (approximately 100-250 linear feet long) by 100-feet in width.  Bald cypress and tupelo gum trees are proposed to be planted on the deposited excavated material.  Approximately 17,546 cubic yards of material are to be excavated and placed onsite as fill material.  Approximately 12.0 acres of jurisdictional swamp wetlands are proposed to be directly impacted.  The proposed hydrologic restoration project has a target benefit area of approximately 2,395 acres of Des Allemands swamp.  The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable and is proposing to utilize the existing levee to the maximum extent practicable.  The applicant has stated that the proposed project will have a net benefit on the target area swamp habitat and not require compensatory mitigation.
