How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  America Homeland, L.L.C, c/o D & S Environmental Services, Inc., P.O. Box 510, French Settlement, Louisiana 70733. 

LOCATION OF WORK:  Adjacent to Grand Goudine Bayou, Section 19, T9S-R3E, in Gonzales, Louisiana, in Ascension Parish, within the Lake Maurepas hydrologic unit (HUC 08070204), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested a time extension and modification to previous Department of the Army authorization MVN 2014-00491 CM,  to clear, grade, excavate, and deposit 4,467 cubic yards of native earthen fill material, aggregate material, concrete, asphaltic concrete, and soil cement treated base for the construction and maintenance of the Woodland Manor 135-lot residential subdivision to include a self- contained sewer treatment facility, driveways, green space, recreational park, walking trails, sidewalks, two storm water detention ponds with outfall, ingress/egress access, and pertinent infrastructure.  Approximately 0.39 acre of jurisdictional wetlands will be permanently impacted and 0.37 acre of jurisdictional “other waters of the US”.  Temporary impacts to 0.01 acre of jurisdictional wetlands and 0.03 acre of “other waters of the US” will also occur.  The work of clearing to prepare for the deposition of fill has begun.  Ascension Parish rules for flood plain fill have changed since the original authorization initiating a modification to the original issuance that will include 0.82 acre of additional permanent forested wetland impacts. A delay in construction has occurred as a result of this need for modification; therefore the applicant is also requesting time extension.          

 A preliminary analysis has determined that the proposed project would directly impact 1.21 acres of wetlands.  The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Approximately 13.82 acres of jurisdictional wetlands on the property will be avoided and any further reduction in acreage would limit usage of the property and, therefore function deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
