ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Illinois Central Railroad Company, c/o Burk-Kleinpeter, Inc., Attn: Henry M. Picard III, 4176 Canal Street, New Orleans, Louisiana 70119.

LOCATION OF WORK:  Within the Lake Pontchartrain Basin, in the Amite River hydrologic unit (HUC 08070202), paralleling US Highway 190 (Florida Boulevard) between its intersection with LA Highway 1024 (Cane Market Rd.) and Lee Martin Road in Livingston, Louisiana within Livingston Parish, as shown on the enclosed drawings.

 CHARACTER OF WORK:  The proposed work consists of the installation and maintenance of approximately 12,080 feet of new siding track, 2 culvert extensions, relocation of a drainage ditch, and the removal of two at grade rail crossings to accommodate increased rail traffic along the Baton Rouge to Hammond rail corridor. The siding track is located within the existing right-of-way and at the minimum allowable distance from the main track.  The proposed siding track will be installed from the existing track. This location was chosen because it will require the fewest number of existing rail crossings to be closed.  Approximately 4.7 acres of jurisdictional wetlands will be impacted by the proposed activity.  As compensation for unavoidable wetland impacts the applicant proposes to purchase wetland credits from a Corps approved mitigation bank located in the watershed.
