How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  St. John the Baptist Parish, c/o Environmental Engineering Services, Inc., 610 Belle Terre Boulevard, LaPlace, Louisiana 70068.

LOCATION OF WORK:  Within the Mississippi River Basin, in the Lower Mississippi River – Baton Rouge hydrologic unit (HUC 08070100), in the Mississippi River, approximately 139.3 miles above the Head of Passes, near Edgard, Louisiana, in St. John the Baptist Parish, as shown on the enclosed drawings.

CHARACTER OF WORK:  The applicant proposes to install a 14-inch pipeline via horizontal directional drill (HDD) beneath the Mississippi River to provide potable water and ensure water pressure for fire suppression systems to the west bank of the Parish.  The pipeline will originate at the east bank water treatment plant, cross Highway 44, and the Mississippi River levee. Approximately 205’ and 340’ of the pipeline on the east and west banks, respectively, will be installed via trench and backfill between the levee toe and HDD entry/exit point.  The proposed pipeline will then cross the west bank levee and end at the existing west bank water treatment plant.  Approximately 900 cubic yards of native material will be excavated and used as backfill during pipeline construction.  Approximately 0.03 acre of forested wetland will be cleared to allow for equipment access on the east bank.  Approximately 0.2 acre of maintained herbaceous wetland will be temporarily impacted by pipeline installation.  The site will be accessed via existing levee ramps.  Equipment will travel within a 20-foot maintained corridor along the levee toe to staging areas located within the existing maintained right-of-way.  No improvements are proposed for access roads or staging areas.  As compensation for unavoidable wetland impacts the applicant proposes to purchase wetland credits from a Corps approved mitigation bank located in the watershed.
