Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. PUBLIC NOTICE/FILE NUMBER: MONTZ PUMP STATIONS (2021-0936)

Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District.  Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration.  Comments must be mailed or emailed by or before the last day of the comment period and must reference the file number of this public notice.  Comments will become part of the record and will be considered in the decision on the request.  See below for contact information and address.  The proposed action could alter the Bonnet Carré Spillway.

COMMENT PERIOD EXPIRES:  August 27, 2024

REQUESTED ALTERATION:  The proposed action consists of the construction of two drainage pump stations. Each pump station shall be comprised of a retention pond, electrical and mechanical buildings, and discharge pipes that are to be installed under LA Highway 628 and over the existing upper guide levee of the Bonnet Carré Spillway. Concrete scour pads are to be installed on the discharge side of the levee. One proposed station would have a nominal capacity of 267 cubic feet per second (CFS) capacity (Montz Pump Station #1). The second station would have a nominal capacity of 340 CFS capacity (Montz Pump Station #2). This proposed project is necessary to provide improved drainage capacity to the area. The USACE evaluation would also include all required Real Estate Actions for USACE owned properties in the vicinity of the proposed action.

 

Montz Pump Station #1 would be located approximately 1.3 miles north of the spillway control structure, just north of the Canadian National Railroad tracks.  The pump station would include a 1.14 acre detention pond, a concrete intake and sump structure with sheet pile wing walls, four submersible mixed flow drainage pumps, a sheet pile cutoff wall, 36” diameter steel discharge piping, an electrical building, a diesel generator, a Supervisory Control and Data Acquisition (SCADA) tower, electrical and water service, asphalt pavement patching, a crossing on the crown of the guide levee, a concrete scour pad at the discharge, and security fencing.

Montz Pump Station #2 would be located approximately 2.3 miles north of the spillway control structure, just north of the Kansas City Southern Railroad tracks.  The pump station would include a 1.03 acre detention pond, a concrete intake and sump structure with sheet pile wing walls, five submersible mixed flow drainage pumps, a sheet pile cutoff wall braced by steel plumb and batter piles, 36” diameter steel discharge piping, an electrical building, a diesel generator, a SCADA tower, electrical and water service, asphalt pavement patching, a crossing on the crown of the guide levee, a concrete scour pad at the discharge, and security fencing.

Both pump stations would be constructed, operated, and maintained by St. Charles Parish.

REQUESTER:  St. Charles Parish Government

PERMISSION AUTHORITY:  The authority to grant permission for temporary or permanent use, occupation or alteration of any USACE civil works project is contained in Section 14 of the Rivers and Harbors Act of 1899, as amended, codified at 33 USC 408 (“Section 408”).  Section 408 authorizes the Secretary of the Army to grant permission for the alteration or occupation or use of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the project.

LOCATION OF PROPOSED ACTION: The proposed action is located on the levee along Highway 628 in Montz, LA, in St. Charles Parish. See attached figures for location details.
