Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. LPV 111 Southeast Louisiana Flood Protection Authority

The Southeast Louisiana Flood Protection Authority East Bank (SLFPA-E) and the Coastal Protection and Restoration Authority Board of Louisiana (CPRAB) (together, "the requester") have requested permission to alter portions of the Lake Pontchartrain and Vicinity (LPV) Hurricane and Storm Damage Risk Reduction System (HSDRRS) to increase the height of the LPV 111 levee reach, which will increase the level of hurricane and storm damage risk reduction for that reach prior to United States Army Corps of Engineers New Orleans District's (CEMVN) planned armoring.

The requesters previously received permission to raise a portion of LPV 111. That previous request was described in Environmental Assessment (EA) #553. Since the Finding of No Significant Impact for EA #553 was signed, it was determined that additional portions of the LPV 111 levee reach require alteration to increase the reach's level of hurricane and storm damage risk reduction. The SLFPA-E and CPRAB originally proposed to raise one portion of LPV 111 totaling 0.8 miles, as described in EA #553. The requester now proposes to alter a total of 5.8 miles of the existing LPV 111 levee reach, including the originally proposed and approved 0.8 miles and an additional 5 miles.

The LPV 111 reach is a portion of the larger LPV HSDRRS in New Orleans East and is physically located between the CSX railroad gate and the Michoud Canal adjacent to the Gulf Intracoastal Waterway (GIWW), as described previously in the Individual Environmental Report (IER) #7 titled "Lake Pontchartrain and Vicinity, New Orleans East Lakefront to Michoud Canal, Orleans Parish, Louisiana."

All construction would occur within previously disturbed areas which are currently mowed turf grass within the existing levee ROW described in IER #7, and all ingress and egress to the project would occur on existing access roads extending from Intracoastal Drive. A truck washdown rack would be located at both access roads, within the project ROW limits. No wetlands or trees (woody vegetation) would be impacted by this proposed action.
