Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 14-0315; Veterans Boulevard Pump Stations

Jefferson Parish proposes to construct two pump stations on the protected sides, one on the north side and one on the south of Veterans Boulevard in Metairie at the toe of the 17th Street Canal Levee and East Return Floodwall (ERF) in Jefferson Parish. The project proposes to replace two 20-foot sections of existing I-Walls with two T-walls, designed conforming to the latest U.S. Army Corps of Engineers (USACE) design guidelines, to allow a 38-inch diameter steel discharge pipe for a 2-42.5 cubic feet per second (cfs) pump station on north side and a 32-inch steel discharge pipe for a 2-30 cfs pump station on south side, to cross through the floodwall at those locations. Additional features of the proposed project include installation of pilings to support the discharge pipelines on either side of the floodwall and rip-rap scour protection on the unprotected side bank. To decrease the velocity of the discharge flow to about 7 cfs into the 17th Street Canal, the discharge pipe will be enlarged at the opening. Riprap will be placed to a thickness of 24 inches at the discharge point. The riprap will be grouted to improve protection of the canal bottom and the west bank of the canal. The canal is approximately 155 feet wide, so erosion is not expected along the east bank from the pump station discharge. 

This Section 408 review only evaluates the portion of the proposed action potentially altering the Federal Project. The drawings depicting activities outside the Federal Project are attached for informational purposes only.
