How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States associated with Bayou Blue. The project/review area is located along a section of CC Bel Road between the intersection of Powell Road and Louisiana State Highway 26 at Latitude 30.52440919 and Longitude -92.69980896; in Elton, Louisiana, within Allen Parish.

EXISTING CONDITIONS: The proposed project is located along an existing cleared herbaceous Right of Way (ROW), as well as an existing unpaved roadway. The road corridor extends approximately 9,650 feet east and approximately 3,700 feet west of Bayou Blue.

PROJECT PURPOSE:

Basic: Transportation

Overall: To provide a hurricane evacuation route for members of the Coushatta Tribe of Louisiana. Flooding of the area’s existing low bridges and roadways during heavy rain events isolates members of the Tribe for extended periods of time, cutting off access and egress until floodwaters drain. The Federal Highway Administration is considered the lead Federal agency for the NEPA evaluation of the project.

DESCRIPTION OF WORK: The applicant requests authorization to upgrade and extend approximately 2.5 miles of CC Bel Road for accessibility and to meet the 50-year design frequency standard for evacuation routes. The project will include approximately 1.5-miles of new roadway construction, the improvement of approximately 1.2 miles of existing unpaved roadway, a new bridge crossing over Bayou Blue, culverted crossings over two smaller tributaries, culverted crossings over 4 wetland areas, rip-rap to armor the bridge headwalls and protect the side slope bank from scour and erosion, and an 8-foot wide bicycle and pedestrian pathway along the entire length of the road. Of the approximately 1.2 miles of existing unpaved roadway, approximately 0.2 miles of roadway improvements will occur on an existing aggregate drive, a portion of which is on Coushatta Trust Land. 1.0 mile of existing roadway improvements on Briscoe Road will terminate at LA Highway 26. The proposed project will require the excavation of .006 acres of jurisdictional wetlands and 0.247 acres of jurisdictional non-wetland waters. The proposed project will require the deposition of fill in 3.1 acres of jurisdictional wetlands and 0.303 acres of jurisdictional non-wetland waters. The applicant proposes to permanently impact 3.1 acres of jurisdictional wetlands and 0.55 acres of jurisdictional non-wetland waters. The project impacts a total of 3.65 acres of jurisdictional WOTUS.
