Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States and navigable waters of the United States associated with jurisdictional wetlands and waterways in and/or adjacent and/or connected to the Mississippi River, Panama Canal, Bayou Conway, Blind River, Pipeline Canal, Bayou Shepherd, Hope Canal, Mississippi Bayou, Reserve Relief Canal, and Lake Maurepas. The project/review area includes the proposed ammonia plant and dock located on the Mississippi River, Mile Point 169.5, 41509 Louisiana Highway 22, Sorrento, Ascension Parish, Louisiana at Latitude 30.139161 and Longitude -90.904478. The pipelines and associated structures are proposed to begin at the requested ammonia plant and continue through Saint James Parish, Saint John the Baptist Parish, Livingston Parish, and Tangipahoa Parish ending at proposed injection wells in Lake Maurepas at Latitude 30.303022, Longitude -90.475303.

PROJECT PURPOSE:
Basic: Industrial infrastructure

Overall: To produce ammonia and hydrogen and to inject the carbon dioxide byproduct into underground wells.

PROPOSED WORK: The applicant requests authorization to excavate, clear, grade, and deposit fill for an ammonia and hydrogen production facility, dock, hydrogen pipeline, carbon dioxide pipelines, natural gas pipelines, access roads, laydown areas, and wells to inject and sequester carbon dioxide. Temporary impacts for construction ROWs will include 213.69 acres of jurisdictional wetlands and 93.71 acres of waters of the U.S. Permanent impacts for facilities and pipelines will include 149.34 acres of jurisdictional wetlands and 26.67 acres of waters of the U.S.
