How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

APPLICANT: Murray Godley III Clean Hydrogen Works 1000 Post & Paddock Street Suite 104 Grand Prairie, Texas 75050.

WATERWAY AND LOCATION: The project would affect waters of the United States and navigable waters of the United States associated with the Mississippi River. The project/review area is located at 5323 LA Highway 405 in Sections 53,54,71,72,73, and 77, Township 10, Range 14; at Latitude 30.143889 and Longitude -91.038056; in Donaldsonville, Ascension Parish, Louisiana.

PROPOSED WORK: The applicant requests authorization to fill wetland and non-wetland waters and dredge water bottoms of the Mississippi River for the construction of a clean ammonia facility, marine terminal, and heavy haul road along the west bank of the Mississippi River in Donaldsonville, Ascension Parish. The applicant is proposing to dredge 1,600,000 cubic yards of water bottoms of the Mississippi River over 29.48 acres. The dredged material will be deposited on the land protected side of the levee and used for the construction of the facility. The applicant is proposing to fill approximately 17.44 acres of jurisdictional non-wetland waters for the construction of the facility. For the heavy haul road portion of the project, the applicant is proposing to permanently fill 8.32 acres of jurisdictional batture wetlands and fill 4.70 acres of jurisdictional non-wetland waters. The applicant is also requesting authorization to fill and/or convert 10.71 acres of jurisdictional wetlands and 6.30 acres of jurisdictional non-wetland waters for the construction of a proposed piperack and approach and other dock related structures for the marine terminal. The applicant will utilize existing natural gas pipelines for a feed stock source and will utilize an existing CO2 pipeline and wells previously permitted under MVN-2023-00534-CM for the sequestration portion of the project.
