How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

WATERWAY AND LOCATION: The project would affect waters of the United States and navigable waters of the United States associated with the Gulf Intracoastal Waterway (GIWW). The project/review area is located in 12 Section, 007 Township, 012 Range; at Latitude 30.4391523 and Longitude -91.2337887; in Port Allen, West Baton Rouge Parish, Louisiana.


PROPOSED WORK: The applicant requests authorization to clear, grade, and fill bottomland hardwoods and fill non-wetland waters for the construction of a renewable fuels plant, pipeline corridor, effluent line, and marine terminal within the Port of Greater Baton Rouge and along the GIWW. The applicant is proposing to permanently impact 0.167 acre of non-wetland waters for the construction of the facility and permanently impact 1.26 acres of forested wetlands for the construction of the pipeline corridor for natural gas and hydrogen pipelines required to operate the facility. Additionally, the applicant is proposing to convert 1.44 acres of forested wetlands to emergent wetlands and temporarily impact 0.165 acre of emergent wetlands for the establishment of the pipeline corridor right-of-way. Approximately 3,575 cubic yards of material will be excavated and backfilled in 0.56 acre of wetlands for the placement of the natural gas and hydrogen pipelines. Additionally, the project is sharing a wastewater effluent corridor with West Baton Rouge to further reduce wetland and non-wetland water impacts. The applicant is additionally proposing to construct a marine terminal which will require the dredging of 233,00 cubic yards over 8.79 acres of waterbottoms within the GIWW. The applicant will transfer the dredged material and adjacent upland excavated material required to construct a bulkhead by dredge pipe to an existing upland placement area south of the proposed project site. Barge and tugboat configurations for the proposed marine terminal are detailed on the permit drawings. The applicant is proposing to construct an effluent pipeline within the same trench for a proposed West Baton Rouge Parish treatment facility and wastewater line which is currently being evaluated under MVN-2021-00382-CQ for permanent impacts to 0.26 acre of wetlands and waterbottoms of the Mississippi River.
