To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

WATERWAY AND LOCATION: The project would affect waters of the United States and navigable waters of the United States associated with the Mississippi River. The project/review area is located along River Road and Ashland Road in 13 Section, 10S Township, 02E Range; at Latitude 30.194696 and Longitude -90.976161; in Geismar, Ascension Parish, Louisiana.

PROPOSED WORK: The applicant requests authorization to fill wetlands and non wetland waters for the construction of a solvents plant and heavy haul road along River Road and Ashland in Ascension Parish. The applicant is proposing to permanently fill 29.44 acres of wetlands and 0.95 acre of non-wetland waters for the construction of the solvents plant. Additionally, the applicant is proposing to convert 1.32 acres of forested wetlands to emergent wetlands for the construction of the solvents plant. The applicant is proposing to construct a carbon dioxide refinery, electrolyte workshop, cooling towers, tank farm, warehouses, a stormwater pond, and associated process facilities, plant utilities, and storage and loading facilities. The applicant is proposing to temporarily impact 0.42 acre of batture wetlands for the construction of the heavy haul road. Barge and tugboat configurations are outlined in the permit drawings. The applicant will be utilizing surplus ethylene oxide and carbon dioxide from the Shell Facility to create carbonate solvent. The carbon solvent will be combined with lithium-ion salts and
additives to produce lithium-ion electrolytes which will be shipped by truck and rail. fluent line will be located within an existing piperack and does not require additional impacts to Section 10/404 wetland and non-wetland waters.
