To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: Located in Caminada Bay at the Hurricane Hole Marina, at 1889 Louisiana Highway 1, Grand Isle, in Jefferson Parish, Louisiana, (lat. 29.210914, long. -90.032523), as shown within the attached drawings. (Hydrologic Unit Code 080903010507, Caminada Bay-Frontal Gulf of Mexico).

The work described below was partially completed prior to obtaining a Department of the Army permit and was in violation of Section 301 of the Clean Water Act. All legal issues concerning the unauthorized work have since been deferred.

CHARACTER OF WORK: The Applicant has requested after-the-fact (ATF) authorization to clear, excavate, grade, and deposit fill for the Hurricane Hole Marina (marina) expansion. The marina expansion included the construction of a 555-foot long bulkhead and a parallel 0.50-acre wooden deck. The bulkhead was backfilled with sand and concrete material resulting in impacts to 0.55 acres of jurisdictional wetlands and
0.15 acres of Waters of the U.S. The unauthorized fill was used to connect the existing Hurricane Hole Marina to the adjacent Rickey’s Motel (motel) site which was originally permitted under MVN-2004-2021. The Applicant’s permit modification includes the motel site in order to bring MVN-2004-2021 into compliance which has an outstanding Environmental Protection Agency (EPA) Administrative Order.

In addition to the ATF work, the Applicant proposes to haul in additional fill material for deposition into Caminada Bay to further expand the marina into 3.36 acres of Waters of the U.S. The fill material would be contained by a 2,535 linear foot bulkhead to allow for 15 additional 56 square-foot wharfs for vessel mooring.
