How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: ADVANCE MORTGAGE COMPANY, LLC, c/o Bruce Wainer, 321 Veterans Boulevard, Suite 201, Metairie, Louisiana 70005

LOCATION OF WORK: In Section 11, Township 7S, Range 11E at approximate coordinates 30.450067°N, -90.061885°W on the Covington 1:24K USGS Quad Map in St. Tammany Parish, as shown on the attached drawings.

CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct 100 single family residential lots and appurtenances to include portions of 2nd Street, 3rd Street, 6th Street, Jefferson Avenue, Adams Avenue, and Washington Avenue including drainage improvements, utilities, and building slabs. Fill will consist of approximately 4,400 cubic yards of concrete, 803 cubic yards of asphalt, and 24,710 cubic yards of clay. The proposed project is situated within two tracts of land adjacent to each other. One is approximately 6.31 acres and contains approximately 2.4 acres of jurisdictional forested wetlands. The other tract is approximately 22 acres and contains approximately 18.6 acres of preliminarily delineated forested wetlands.

A Preliminary analysis has determined that the proposed project would directly impact 21 acres of forested wetlands.
