ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: Located near Butte La Rose, in St. Martin Parish, Louisiana, centered at Longitude 30.32417, Latitude -91.68945, as shown within the enclosed drawings. (Hydrologic Unit Code 08080101, Atchafalaya River Watershed)

The work described below was partially completed prior to obtaining a Department of the Army permit and was in violation of Section 301 of the Clean Water Act. All legal issues concerning the unauthorized work have since been deferred.

CHARACTER OF WORK: A Standard Permit MVN-2005-00611-WB was issued to Tex Angelle May 19, 2005, to construct an access road in order to access and dredge an Atchafalaya River sand bar formation. The permit included 0.26 acres of impacts to wetlands which were mitigated by the purchase of mitigation bank credits. The property was sold to Maxim Doucet in 2022 and the existing permit was not transferred. The new landowner has applied for a permit to utilize the site in order to continue removing sand from a sand bar in the Atchafalaya River that has formed over time. Sand would be removed from an approximately 100’ X 200’ sand bar pit by utilizing an excavator operated from the riverbank. Review of historical satellite imagery shows that an unauthorized site expansion (including an approximately 1 acre unauthorized borrow pit) began on or about the year 2005. A total of approximately 3.75 acres of jurisdictional wetlands has been permanently impacted as a primary result of this unauthorized activity.
