ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Lake Charles Harbor and Terminal District, c/o: Gahagan & Bryant Associates, 9330 Kirby Drive, Suite 100, Houston, Texas 77054.

LOCATION OF WORK: Located in Calcasieu Parish, at 3501 Bayou D’Inde Road, in Westlake, Louisiana, (lat. 30.193771, long. -93.296035), as shown within the attached drawings. (Hydrologic Unit Code 08080206, Calcaseu-Mermentau)

CHARACTER OF WORK: The existing permit authorizes impacts to approximately 30.8 acre of jurisdictional Waters of the United States through dredging activities.  Included in the 30.8 acres of jurisdictional open water impacts are the construction of 2,785 feet of pile supported dock structure, shoreline stabilization by approximately 2,290 feet of patented open cell design bulkhead, and dredging of approximately 1,100,000 CY of material to -40 feet Mean Low Gulf (MLG), plus 2 feet of advance maintenance, plus 2 feet of allowable overdepth of the Calcasieu River and Pass Ship Channel in Calcasieu Parish.

            The proposed time extension and permit modification includes additional dredge disposal facilities not considered for the previous authorization.  The Lake Charles Harbor and Terminal                District has partnered with Lake Charles Methanol, LLC to invest in infrastructure development in Lake Charles which includes expansion of Lake Charles Harbor and Terminal District’s                    Bulk Terminal #1 facility. The facilities at Bulk Terminal #1 unload dry bulk commodities and load liquid products. Due to limited dock space at the existing facility, new docks are necessary              to handle additional capacity requirements. If a Department of the Army permit is warranted, the applicant has proposed to mitigate unavoidable wetlands impacts at an approved and                    acceptable mitigation bank within the N.O. District.
