To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Colonial Pipeline Company, c/o Kleinfelder, Attn: Chris Kul; 8933 Western Way, Suite 12, Jacksonville, Florida 32256.

LOCATION OF WORK:  Within the Mississippi River Basin, in the Lower Mississippi River – Baton Rouge and Bayou Sara- Thompson Creek hydrologic units (HUC 08070100 and HUC 08070201); beginning in the Mississippi River, left descending bank, mile 260 and extending westward to beneath Thompson Creek at Lat/Long 30.692764, -91.314532, in Jackson, Louisiana, in East and West Feliciana Parishes.

 CHARACTER OF WORK:  The applicant has requested authorization to install a 4,900-linear foot section of 36-inch replacement pipeline via HDD beneath Thompson Creek, where it will be tied back into the existing line.  Due to constraints associated with the high-water levels of Thompson Creek, the existing pipe will be cut, capped, and filled with nitrogen gas between the two proposed tie-in locations.  The new segment of pipeline will be installed via HDD.  Two temporary work spaces for HDD drill pads and temporary 30’ x 2,857’ workspace for the HDD pull back will be cleared.  After construction, all materials and timber mats will be removed and pre-construction grades restored.  The area cleared for the HDD pullback will be allowed to re-vegetate naturally.  Approximately 2.3 acres of forested wetlands will be temporarily converted to herbaceous wetlands during construction.  Approximately 7.3 acres of maintained herbaceous wetlands will be temporarily impacted by board mats.  As compensation for unavoidable wetland impacts the applicant proposes to purchase wetland credits from a Corps approved mitigation bank located in the watershed.
