How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Port of Iberia, c/o: GIS Engineering, LLC, 450 Laurel Street, Suite 1500, Baton Rouge, Louisiana 70801.

LOCATION OF WORK: Located in Iberia Parish, Section 34, Township 12S and Range 06E, within Port of Iberia, in New Iberia, Louisiana, (POB -- Lat. 29-57-29.66 N / Long. 91-50-28.32 W; POE -- Lat. 29-30-39.55 N / Long. 92-18-45.83 W), as shown within the attached drawings.

CHARACTER OF WORK:  Proposed concrete barge swing gates and dredge and fill activities associated with maintenance dredging of approximately 50 miles of existing navigation channels connecting the Port of Iberia to the Gulf of Mexico (GOM), to include Commercial Canal (segment 1), the GIWW (segment 2), and Freshwater Bayou (segment 3).  The maintenance dredging will deepen existing channels to a depth of approximately negative (-)16 feet with an additional 2 foot of advanced maintenance dredging.  Dredge materials from the upper segments, the lower segments and Bar Channel will be discharged and placed in nearby interior areas, open waters, along the mid to lower banks of the GIWW and Freshwater Bayou, and in a near shore disposal site on the GOM. The proposed project will include excavating approximately 7,853,600 cubic yards (cy) of water bottom material, and includes depositing approximately 18,620,000 cy of material through a combination of re-deposition, and new rock materials for bankline protection and material containment.  Dredge material will be transported via use of a barge mounted bucket dredge and hydraulic dredge.  A total of approximately 4,089 acres are required for dredge placement from the three segments and approximately 247 acres of wetlands are anticipated to be impacted due to the dredging and disposal activities.  Additionally 11.9 acres of existing wetlands will be temporarily impacted due to construction activities, but are proposed to be restored after competition of work.  Efforts were made to determine placement areas which could be utilized for beneficial use of dredged material.  A total of approximately 2,524 acres of marsh creation and associated nourishment is anticipated to occur in interior and open water areas, and 1,282 acres would be utilized in bankline placement areas. Further details and acreage breakdowns can be viewed within the attached drawing and spread sheets. Efforts were made to determine placement areas which could be utilized for beneficial use of dredged material to create and nourish wetlands to the greatest extent practicable.  All efforts have been made to reduce wetland impacts from dredge material disposal, and are focused towards shoreline remediation, marsh creation and nourishment.  In addition, the slightly eroded bankline of the GIWW and Freshwater Bayou are proposed to be reestablished, which is considered another beneficial use of the dredged material, by the applicant.  The applicant has proposed that the project benefits will outweigh the detriments, and therefore have not proposed a compensatory mitigation plan for the project.
