How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Boardwalk Louisiana Midstream, LLC, c/o C. H. Fenstermaker & Associates, LLC, Attn:  Mr. Chad Soileau, 5005 Riverway Drive, Suite 300, Houston, Texas  77056.

LOCATION OF WORK: In St. James Parish, North 29.951183, West -90.885718, located off of Louisiana Highway 3214, approximately 9.9 miles southeast of Vacherie, Louisiana, as shown on the attached vicinity map.

CHARACTER OF WORK:  The applicant has requested a Department of the Army (DA) authorization to construct, install, maintain and operate a 10.5 mile long 16-inch brine pipeline. Additionally, there will be two new mainline valve sites and a new pig launcher/receiver facilities on the proposed pipeline right-of-way.  The project activities include clearing the right-of-way, conducting trenching operations, installing a below ground pipeline, installing aboveground facilities, temporarily stockpiling approximately 44,472 cubic yards of earthen material, placement of 1,687 cubic yards of crushed stone/gravel, 64 cubic yards of topsoil, and performing horizontal directional drill (HDD) operations.  Following construction, areas temporarily impacted by the project will be restored to pre-construction grade and allowed to revegetate.  Project implementation would temporarily impact approximately 25.41 acres of jurisdictional wetlands (10.23 acres of PFO1, 12.66 acres of PFO2, and 2.52 acres of PEM). In addition, approximately 10.41 acres (2.95 acres of PFO1 and 7.46 acres of PFO2) will be permanently converted to emergent wetlands within the pipeline right-of-way and 0.13 acres (0.07of an acre of PEM and 0.06 of an acre of PFO2) will be a permanent loss. The applicant proposes to offset unavoidable wetland impacts by purchasing mitigation credits from Corps-approved mitigation banks within the New Orleans District, if a DA permit is warranted.
