How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

CHARACTER OF WORK:  Lake Charles Harbor and Terminal District (LCHTD) is requesting a modification to MVN-2013-02653-WII, issued on June 11, 2015.   On February 04, 2019 a public notice was issued advertising the original proposed plans for the modification.  After consideration of comments, site layout alternatives, and overlapping projects in the proposed modification review area, revisions were made to the original permit modification application.  The revised modification includes relocating the proposed facility footprint and a facility layout redesign needed to address additional energy needs for methanol production on site.  These measures are also being taken to the alleviate geotechnical limitations presented by the original authorized layout.  The previously approved drainage conveyance will also be shortened and relocated to address drainage concerns on site and upstream of the Big Lake Fuels Facility.  An additional 58 acre parcel immediately adjacent to the project area has been acquired by Big Lake Fuels, L.L.C. from the Lake Charles Harbor and Terminal District for the drainage easement, an equipment yard, the production facility flare, and a buffer zone.  To address the additional energy needs for the facility, a transmission right of way will be required to transfer the necessary power and natural gas.  The proposed project will impact 21.39 acres of wetlands and 6.3 acres of Waters of the United States.  Of the 21.39 acres of wetland impacts, 14.5 acres of bottomland hardwoods will be permanently converted to non-wetlands, 6.53 acres will be permanently converted from bottomland hardwoods to emergent wetlands, and 0.36 acres of emergent wetlands will be temporarily impacted.  The applicant has proposed to use a mitigation bank to offset wetland impacts.
