Public Notices Overview

ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  APB Land Resouces, L.L.C., c/o GIS Engineering, L.L.C., 450 Laurel Street, Suite 1500, Baton Rouge, Louisiana 70801.

LOCATION OF WORK: Near Choupique Bayou, off Prater Road, in the community of Sulphur, in Calcasieu Parish, Louisiana, as shown on the enclosed drawings.

Location: Latitude: 30.244173° N / Longitude: -93.315068° W, Hydrologic Unit Code: 08080206 – Calcasieu Basin.

CHARACTER OF WORK: Conduct excavation operations in an approximately 1,250-foot wide by 2,150-foot long by 20-foot deep area for a borrow pit and install a 25-foot wide by 2,530-foot long access road to the borrow pit. Approximately 1,935,000 cubic yards of excavated earthen material would be hauled off site and sold for ongoing construction projects within the Lake Charles and Sulphur areas. Approximately 1,500 cubic yards of limestone would be used for the access road. The borrow pit would be located within 50 feet of the property boundary. Approximately 0.30 of an acre of forested wetlands would be permanently impacted via access road construction and 59 acres of forested wetlands would be permanently impacted via borrow pit excavation. On October 5, 2017, the permit for APB Land Resources was issued for the construction of a labor housing development. Approximately 60.3 acres of forested wetlands were previously mitigated for under this permit.
