How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Ascension Public Schools, c/o T. Baker Smith, LLC, Attn: Brady Turk, 17534 Old Jefferson Highway, Suite D1, Prairieville, Louisiana 70769.

LOCATION OF WORK:  Located on an approximate 64-acre parcel, at the northeast portion of the intersection of Parker Road and Hornsby Road, near Prairieville, Louisiana, located in Ascension Parish, as shown on the enclosed drawings (Latitude 30.315466 N Longitude -90.936012 W).  This project is located in the Pontchartrain Basin (Amite River HUC 08070202).

CHARACTER OF WORK:  The applicant is a Department of the Army permit authorization to clear, grade, excavate, place and maintain fill material for the construction of a new high school (Parker High School).   The proposed project would involve the construction of new high school facilities, sports fields and facilities, parking lots, 4 onsite detention ponds, and other appurtenances.  The proposed high school is to be located west of the existing Prairieville Primary School facility.  The applicant has claimed that the proposed project is needed to accommodate the future increase in the number of students in Ascension Parish.  Approximately 5.51 acres of jurisdictional wetlands and 0.55 acre of Other Waters of the United States (Black Bayou) would be directly impacted as a result of project implementation.  Approximately 5,298 cubic yards of native onsite material would be excavated from jurisdictional areas and placed as fill for the project during construction.  Approximately 12,001 cubic yards of clean soil material, 1,079 cubic yards of concrete, and 321 cubic yards of limestone material would be utilized as fill material and placed onsite.  Approximately 3.09 acres of jurisdictional wetlands would be avoided and not directly impacted as a result of project implementation.  The applicant has claimed that the project has been designed to avoid and minimize direct and secondary adverse wetland impacts to the maximum extent practicable.  The applicant is proposing to utilize best management practices during and after the construction phase of the project.  The applicant has stated that any unavoidable impacts to wetlands would be offset by the purchase of mitigation credits at a Corps approved mitigation bank.
