How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Lafourche Parish Government, c/o T. Baker Smith, LLC, Attn: Michael Trahan, P.O. Box 2266, Houma, Louisiana 70361.

LOCATION OF WORK: Within a drainage ditch located on the east side of Bayou Lafourche from E. 44th St. proceeding south about 4.5 miles to E. 94th St. including 4 east west connecting drainages at E. 53rd St., E. 59th St., an unnamed road between E. 60th and E. 62nd streets, and E. 71st St., in Cut Off, Louisiana within the Barataria Basin in hydrologic unit (HUC 08090301), as shown on the attached drawings.

CHARACTER OF WORK: The applicant has requested Department of the Army authorization to excavate and deposit fill on adjacent ditch banks for maintenance, re-grading, and re-shaping of approximately 9 miles of existing maintained drainages to improve flow and drainage of the area.  Approximately 160,485 cubic yards of excavated material will be deposited on approximately 29.6 acres of ditch high bank.

A Preliminary analysis has determined that the proposed project would directly impact approximately 31.45 acres of jurisdictional other waters of the U.S, with permanent impacts to approximately 0.10 acre of jurisdictional emergent herbaceous wetlands and 1.72 acres of jurisdictional forested wetlands.

The applicant stated that they have designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable. Any further reduction would limit the ability to improve drainage and, therefore deem the project impracticable. The applicant has proposed to purchase credits at a mitigation bank within the watershed of impacts and of the same habitat type.
