MVN-2009-01967-CM

Published March 9, 2020
Expiration date: 3/28/2020

NAME OF APPLICANT: Air Liquide Large Industries U.S., LP, c/o CK Associates. Attn: Autry Akins, 8591 United Plaza Boulevard, Suite 300, Baton Rouge, Louisiana 70809.

LOCATION OF WORK: On the north side of the applicants existing Geismar facility located at 36579 E. Hwy 30, Geismar, Louisiana 70734 (30.209879, -90.995114) within the Lake Pontchartrain Basin in hydrologic unit (HUC 08070204), as shown on the attached drawings.

CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, excavate, grade and place fill and aggregate material for the construction of a new oxygen, nitrogen and argon gas production unit. In addition, the project will include the placement of a 600-foot long by 6-foot wide by 4-foot tall reinforced concrete culvert within an onsite drainage ditch to facilitate plant expansion. Approximately 30,933 cubic yards of clay fill material and gravel/aggregate material will be deposited to provide a stable platform for the project.

A Preliminary analysis has determined that the proposed project would directly impact approximately 1.3 acres of jurisdictional forested wetlands, one (1) acre of jurisdictional herbaceous emergent pasture wetlands, and 0.14 acre of jurisdictional other waters of the U.S.

The applicant stated that they have designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable. Any further reduction would limit the ability to expand the production facility and, therefore deem the project impracticable. The applicant has proposed to purchase credits at a mitigation bank within the watershed of impacts and of the same habitat type.
