NAME OF APPLICANT: CP Marine Offloading, LLC, c/o: Lloyd Engineering, Attn: Timothy Garrett, 6565 West Loop Street, Suite 708, Bellaire, Texas 77401.

LOCATION OF WORK: Located in Cameron Parish along the Calcasieu Pass of the Calcasieu Ship Channel, in Cameron, Louisiana, (lat. 29.791111°, long. -93.321111°), as shown within the attached drawings. (Hydrologic Unit Code 08080206, Calcasieu River Watershed)

CHARACTER OF WORK:  Proposed construction of the Cameron Parish Amenities Project. The proposed project consists of a 58 acre community recreational center that will include a boat launch, fish cleaning station, marina, elevated fuel tank, fueling station, water taxi to the Jetty Pier Facility, RV park, market, restaurant, picnic pavilion, playground, restrooms, outdoor flex space, storage and truck/trailer parking.  The purpose of the proposed project is to replace previously existing public recreational amenities (boat launch with parking, an RV park, bath house facility, picnic pavilion, playground, administrative building, and land-based access to the jetty pier) that were removed and closed due to the construction and operation of the Venture Global Calcasieu Pass LNG Export Terminal (MVN-2014-2715 WII).  Fill operations will include the deposition of approximately 32,182 cubic yards of earthen and concrete material as foundation for roadways, drainage amenities, facilities, and parking.  Approximately 198 cubic yards of native material will be excavated and hauled offsite for upland disposal.  The proposed work will permanently impact approximately 7.5 acres of jurisdictional emergent wetlands through filling activities and 0.5 acres of waters of the US for the boat launch and marina installation.  If a Department of the Army permit is warranted, the applicant has proposed to mitigate any unavoidable wetlands impacts at an approved and acceptable mitigation bank within the N.O. District.
