How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  TAMINCO US LLC. , c/o CK Associates, 8591 United Plaza Boulevard, Suite 300, Baton Rouge, Louisiana 70809. 

LOCATION OF WORK:  At 3790 Highway 30, St. Gabriel, Louisiana, Latitude 30.248169° N, Longitude -91.091111° W in Iberville Parish, within the Lake Pontchartrain Basin in hydrologic unit (HUC 08070202), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested a Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material in wetlands and other waters of the United States for the construction of additional rail tracks and culverts and drainage connections in the expansion of an existing railway.  Approximately 5,836 and 5,697 cubic yards of ballast and sand material, respectively, would be hauled in and deposited to achieve required grade elevation requirements. Additionally 431 cubic yards of native fill would be deposited to achieve required grade elevation requirements.

A preliminary analysis has determined that the proposed project would permanently impact approximately 3.05 acres of emergent wetlands and 0.12 acre of other waters of the United States.  It is anticipated that the proposed action would have minimal impact on adjacent wetlands.   

The applicant is claiming the proposed project will minimize wetland impacts to the greatest extent practicable by siting the rail spur immediately adjacent to the existing railyard and maximizing non-wetlands areas as depicted on the existing jurisdictional determination. Construction laydown and material staging for the project are to be limited to uplands within the existing facility footprint.

As compensation for unavoidable wetland impacts the applicant proposes to purchase 3.05 acres of in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
