How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  ACE Pipeline, LLC, c/o Morris P. Hebert, Inc., Attn: Mr. Timothy Robertson, 8724 Jefferson Highway, Baton Rouge, Louisiana 70809
LOCATION OF WORK:  The proposed 58.2-mile mainline pipeline beginning at an existing terminal and connection point in St. James, Louisiana and terminating at the LOOP Facility in Galliano, Louisiana and a 30-inch diameter crude oil connector pipeline approximately 1.9-miles in length beginning and terminating at an existing connection point in St. James, Louisiana,   within in St. James and Lafourche Parishes, Louisiana and is in the East Central Louisiana Coastal (08090301) watershed, as shown in the attached drawings.
CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to install, operate and maintain a 30-inch diameter crude oil pipeline will include the construction of two pump stations at the origin of each pipeline, five mainline valve sites with access roads along the main pipeline, and 35 temporary access roads for construction.  The project activities include clearing the right-of-way, conducting trenching operations, installing various above and below ground pipelines and components, installing aboveground facilities, temporarily stockpiling materials, and performing horizontal directional drilling (HDD) operations.  Following construction, areas temporarily impacted by the project will be restored to pre-construction grade and allowed to revegetate to the extent allowed under United States Department of Transportation (USDOT) regulations.  The area within the permanent right-of-way easement will be maintained throughout the operation of the pipeline in an herbaceous habitat.  
Implementation of the proposed project will impact approximately 542.1 acres of jurisdictional wetlands and 62.49 acres of other waters of the U.S., of which approximately 94.43 acres of forested wetlands, 62.11 acres of scrub-shrub wetlands, and 332.04 acres of herbaceous wetlands that will be temporarily impacted by construction, and approximately 31.65 acres of forested wetlands, and 21.78 acres of scrub-shrub wetlands will be converted to non-forested wetlands within the permanent pipeline right-of-way.  The project will result in the permanent loss of 0.09 of an acre of wetlands as the result of the installation of one of the mainline valve sites, which will require the placement of 139 cubic yards of fill material in wetlands.  No other project facilities will result in the placement of fill in any waters of the U.S.
The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable by co-locating the proposed route with existing rights-of-way, utilizing HDDs, reducing the construction footprint to 75 feet in wetlands, and maximizing the use of existing access roads.  The applicant proposes to offset unavoidable wetland impacts by instituting a Permittee Responsible Mitigation Plan within the New Orleans District.
