How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

CHARACTER OF WORK:  To clear, excavate, and install and maintain fill to expand the existing Waterford Substation and construct a new 230kV electrical transmission line connecting the Waterford Substation in St. Charles Parish to the Churchill Substation in Jefferson Parish.  Project implementation will require excavation of 1.16 acres of wetlands, fill of 1.11 acres of wetlands and 0.16 acres of non-vegetated waterbottoms, and clearing of 92.14 acres of forested wetlands.  The anticipated overall length of the proposed route is approximately 27 miles and a total of 187 new structures will be constructed along the proposed Right of Way (ROW).  The existing and proposed ROW will be utilized for construction activities, helicopters will be used for spotting structures in the ROW to limit passes with marsh equipment, and buggy passes will be limited to the least amount of passes possible to complete the necessary work.  Cleared vegetation will be mulched/chipped and spread within the existing and proposed ROW in layers not to exceed 4" to minimize impacts to wetlands.  Temporary matting will be used for pipeline crossings, levee crossings, near road crossings, and in temporary work spaces as needed.  The applicant proposes to purchase credits from a mitigation bank to offset any unavoidable losses to wetland functions caused by project implementation.
