How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Dominion Group, 1201 Airline Highway, Baton Rouge, Louisiana 70805.

 

LOCATION OF WORK:  Within the Mississippi River Basin, in the Lower Mississippi River – Baton Rouge hydrologic unit (HUC 08070100), in the Mississippi River, right descending bank, mile 165, near St. James, Louisiana, in St. James Parish. 

 

 CHARACTER OF WORK:  Public Notice, MVN 2018-00155 CO, dated August 26, described work proposed by Dominion Group.  The purpose of this erratum is include the correct permit drawings.  No changes have been made to the proposed work.  Therefore, comments will be accepted until 30 days from the date of this public notice. 

 

            The applicant proposes to clear and grade forested batture to create a two-way access road and install 8 deadman support anchors to support a barge fleet consisting of 7 tiers, each 8 barges wide.  The site will be used to offload aggregate from the barges to dump trucks and transported across LA-18 to an area for stockpiling.  Approximately 2,424 cubic yards of native material will be excavated and used as backfill for deadman construction.  Approximately 4,217 cubic yards of hauled in aggregate fill material will be placed in the batture to construct the access road and deadman.  Approximately 0.5 acre of forested wetlands will be impacted by temporary access using tracked vehicles to construct the deadman.  Approximately 0.43 acre of wetlands and 0.1 acre of jurisdictional waters will be impacted by construction of the permanent access road.

 

            To minimize impacts, the applicant has maximized the use of uplands on site for stockpiling and access road construction.  Clearing has been minimized to the footprint of the proposed access roads.  After construction, the temporary access road used for deadman construction will be restored to pre-project conditions.  As compensation for unavoidable wetland impacts the applicant proposes to purchase wetland credits from a Corps approved mitigation bank located in the watershed.
