CHARACTER OF WORK:   Clear, grade, and fill for the construction of 133 residential homes, 10 garden homes, 4 detention ponds and roads for the Spring Haven subdivision in Madisonville, Louisiana. This is a modification to the permit, MVN 2006-01628 EFF, authorized in September 2012. The original permit consisted of approximately 55 acres, of which approximately 35 acres were to be filled with native material, gravel, and concrete; approximately 18 of these acres were wetlands. The impacts to the 18 acres of wetlands were mitigated for at an approved mitigation bank. The remaining acres were to be left undisturbed. The permittee subsequently filled 6.58 acres of wetlands that were to be avoided in the original permit. In addition, approximately 8.67 acres of wetlands are now proposed to be filled with native material, gravel, and concrete. In total, the project would impact an additional 15.25 acres of jurisdictional wetlands not mitigated for in the original permit. These impacts are proposed to be mitigated for at an approved off-site mitigation bank.
